Telangana Supports the Use of the Biometric Attendance System in Schools

All students, teachers, and non-teaching staff in Telegana’s schools, universities, government institutions, as well as aided and unaided private colleges, are required to use biometric attendance systems. The Telangana government has mandated the use of Aadhaar-enabled biometric attendance for students, teachers, and non-teaching staff at all state-funded higher education institutions.

According to a memo from Vakati Karuna, the secretary for higher education, biometric attendance is now required at all public and private colleges and universities, including those that are aided and unaided by the government.

The message requested that the Commissioner of Collegiate Education take the necessary steps to install the biometric attendance system that is Aadhaar-enabled. It will be used to compute attendance for students in order to advance them to higher classes, as well as for their e-pass scholarship, fee reimbursement, and other purposes. In addition to calculating staff members’ absences and career advancement plans, the system will be utilised to determine the duty period of both teaching and non-teaching staff members. The memo had the designation “very urgent.”

Despite a budget of Rs 4.4 crore being granted to District Collectors in July of last year, the process of installing the systems was delayed as a result of the district reorganisation. According to G Kishan, Director of School Education, “We have now given orders to deploy biometric systems in around 7,000 schools by January 31.” The Directorate plans to implement biometric systems in 25% of the State’s schools during the initial phase.

The biometric technology will be distributed to about 25,000 institutions, including basic, upper primary, and high schools. The Aadhaar biometric attendance system was already in use in 9,349 government-run schools throughout Telangana’s 12 districts. Now that the system had been expanded to include all government-run schools, the Directorate of School Education made a budget request to the State government to secure funding for the installation of the devices.

The department collaborated with Telangana State Technology Services (TSTS) and the Unique Identification Authority of India (UIDAI) to deploy the Aadhaar biometric attendance system. Management was instructed to record attendance of teaching and non-teaching staff twice daily in the morning and evening, as well as for students, prior to the midday meal. One biometric machine was provided for every 100 students.In schools where the devices are already in use, the majority of students and teachers are recording their attendance there. There were some network problems in some schools located in remote areas, but officials say that these have been resolved. The department sent a proposal to the government asking for funding for implementing the system in all schools starting in the following academic year.

The Jawaharlal Nehru Technological University, Hyderabad (JNTUH) plans to make biometric attendance mandatory for B Tech students beginning with the academic year 2022–2023 after making it mandatory for postgraduate students. Following the conclusion of Telangana EAMCET 2022 counselling, the university intends to implement the biometric attendance system (BAS). M Manzoor Ali, registrar, JNTUH, stated, “We hope to adopt it for the B Tech (first to final year) students after the next batch enters in November.”

The JNTUH has already begun adopting BAS for faculty and postgraduate students, including MTech and MPharm students. According to Manzoor Ali, at first, they planned to maintain data and use biometrics at the college level.

However, the varsity stopped offering it during the pandemic. The JNTUH administration intends to require biometric attendance once more starting in November for postgraduate students. They will be required to upload their biometric attendance to our server once every 15 days. Since it will be simpler to introduce alternatives like multiple entry and leave, it is crucial that the university has virtual access to the attendance of students, he said.

According to JNTUH, faculty members who fail to meet the required biometric attendance standards would be considered insufficient. The varsity requested that the colleges show proof of their compliance and added that the errant colleges would face penal action in accordance with the law.
